About Us

Pareto Global, founded by Jules Bailey, is an economic consulting company specializing in clean energy financing, policy development, economic impact analysis, and stakeholder integration.

Bailey has managed large and complex projects for public and private clients of all kinds, and has managed extensive subcontracting and client arrangements in multiple states and countries. He has completed projects, worked, and conducted research across the United States and in eight countries countries. Jules was elected a member of the Pivotal Leaders business network.

Jules co-chairs the board of Clean Energy Works Oregon, and serves on the boards of the Portland Sustainability Institute, the DC Project, and the National Advisory Board for the Journal of Environmental Law. He has written numerous publications, including a He has written numerous articles, including a guide to clean energy financing, and articles for Sustainable Industries Journal and Sustainable Business Oregon.

Selected projects include:

  • For Climate Solutions New Energy Cities and Conservation Services Group, Bailey developed a clean energy financing guide, and worked to deploy these strategies in coordination Efficiency Cities Network, Center On Wisconsin Strategy/Emerald Cities, and the Clean Economy Development Center
  • For Climate Solutions New Energy Cities, Bailey leads financing strategy development for the Jackson Hole Energy Sustainability Project, as well as other cities across the Pacific Northwest
  • For Horizon Wind Energy, Bailey wrote an economic impact analysis for the Antelope Ridge Wind development project in conjunction with ECONorthwest
  • For the Washington Department of Transportation and Parametrix, Bailey managed a project to measure the economic impacts of eight alternative scenarios for the Alaskan Way Viaduct and Seawall Replacement Project
  • For the Portland Development Commission, Bailey led a comprehensive evaluation of the N/NE Portland Enterprise Zone that led to a restructuring of the program
  • For the City of Portland, Oregon, Bailey conducted an economic evaluation of the Portland High Performance Green Building Policy
  • For the City of Lake Oswego, Oregon, Bailey worked with URS to assist a public-private partnership process to redevelop a large piece of riverfront property
  • For the City of West Sacramento, California, Bailey worked with SERA Architects and Glatting Jackson to develop a plan for mixed-use and transit-oriented development of a warehouse district
  • For the United Nations Children’s Fund, Bailey led a team in South Sudan to evaluate emergency and post-conflict education programs and to compare practices with Liberia and Colombia
  • For the City of Newark and the Port of Newark and Elizabeth, New Jersey, Bailey assisted recommendation development for port support zones to improve economic development
  • For the City of New York, Bailey created performance metric development for workforce development for the Department of Small Business Services
  • For the Swiss Development Corporation and Electrowatt Engineering, Bailey led an an assessment of a microfinance program in Hue, Vietnam
